Emergency Lawyers: Military Headquarters Downtown Cause High Civilian Casualties

The latest report of the group (Emergency Lawyers) monitored the numbers of civilian aerial and artillery bombardment victims from April 16 to September 19. The report, entitled Cities under lava, documented 160 artillery and aerial bombardments of 954 civilians, with 2,434 casualties in the capital, Khartoum, Nyala and El Obeid.

The report attributed the high number of civilian casualties to the presence of the headquarters and camps of the parties to the armed conflict in city centres and central neighbourhoods in the capitals cities and state capitals. He went on (civilians became between the armed forces hammer and the two rapid support backs that exchanged accusations of indiscriminate shelling, whenever aerial or artillery bombardment of civilians took place each others responsibility. Each party seeks to evade its responsibility for indiscriminate artillery and aerial bombardment and to claim that its attacks achieve military objectives, other than those reflected in the statistics on civilian deaths and injuries as a result of indiscriminate attacks in the cities covered by the report.

The Group stated that the report refuted these allegations and established the fact that the parties did not adhere to the principle of distinguishing between military and civilian objectives, causing civilian casualties and damage to civilian objects. The parties failure to possess a targeted armament system with targeted techniques was considered contrary to prohibitions under international humanitarian law.

The report monitored 130 deaths among children and 94 deaths among women as a result of indiscriminate aerial and artillery bombardment in the statistical cities.

The report reviewed the arming of the parties artillery and air weapons along with the targets of each side in the capital and the cities of Nyala and El Obeid.
