The United Nations seeks to raise 4.2 billion to implement its humanitarian response plan in the Sudan. The United Nations response plan seeks to try to restore basic services and expand protection of civilians from the effects of armed hostilities.

More than 23% higher than in the previous year, the United Nations said that more than half of the Sudans population was in urgent need of humanitarian assistance in 2025 as the deadly conflict continued. More than half of those in need were childrens groups. and announced that it was providing humanitarian relief to some 21 million of the 30 million Sudanese in need of relief.

According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA): 30 million and 400,000 Sudanese, 64% of the worlds total population of 47 million and 500,000, require humanitarian assistance, including some 16 million children.

UNODC estimates that the current ratio has risen from a year ago after counting 24 million and 800,000 people in need in the previous year and attributed the rise to difficulties in delivering assistance to those in need owing to continuing conflict and limited humanitarian access.

In its plan to deal with the humanitarian catastrophe in the Sudan, UNODC announced a crisis response plan that will take place in 2025.

The plan includes "life-saving assistance" to approximately 21 million Sudanese people "most vulnerable" out of 30 million in need, especially in areas most affected by the bloody conflict in Southern and Northern Darfur, the island and Khartoum.

The Humanitarian Offices report stated that the plan would ease the pressure of the humanitarian crisis, but that it would not be able to provide services and assistance to all those in need, thus focusing on the "most affected" areas.

"Darfur is facing a particularly dire humanitarian crisis, with 79% of its population in need of assistance and protection, as well as 61% of Kordofans population and 48% of Khartoums population with a total of 11 million and 400 people in need across these governorates."

The United Nations had previously declared Sudans food insecurity levels to be catastrophic and worse than expected, with projections that some 24 million and 600,000 Sudanese would face serious levels of severe food insecurity at the end of 2025 year.
