The United Nations Security Council has imposed sanctions on four leaders of the Rapid Support Forces, including Abdel Rahim Dagalo, over serious abuses committed during the group’s takeover of El Fasher in October 2025, according to diplomatic sources and rights reports.
The move follows a detailed investigation by Human Rights Watch documenting systematic targeting of people with disabilities during and after the assault. The report describes summary executions, torture, extortion, and the theft of assistive devices, as well as verbal abuse and discriminatory treatment.
Based on survivor and witness testimonies, fighters allegedly executed civilians with physical disabilities after accusing them of being wounded combatants. Other victims were killed while fleeing. Witnesses also reported the killing of a young man with Down syndrome, a blind child, and a disabled teenager, along with cases of beatings, detention, and ransom demands.
Human Rights Watch said deliberate attacks on civilians, especially persons with disabilities, constitute war crimes and may amount to crimes against humanity if part of a widespread or systematic attack. The group urged deployment of a civilian protection mission and inclusive humanitarian aid.
Diplomats say the Security Council sanctions signal growing international pressure to hold perpetrators accountable for atrocities in Darfur, amid warnings that civilians remain at grave risk as fighting continues.
